Since the start of the legislative session back in January lawmakers have been stressing that declining oil revenue will negatively impact the budgets for the next fiscal year. On Wednesday the Senate Finance Committee released its version of the State's capital budget that's down a billion dollars compared to last year's budget. KDLG's Mike Mason has the details.
