Since the start of the legislative session in Juneau lawmakers have been working with the mantra of "fiscal restraint". However, when asked lawmakers couldn't put a number on that "fiscal restraint". Governor Sean Parnell stepped forward last week and offered up his own number in the form of a proposed spending cap for F-Y 2014. KDLG's Mike Mason has the details.
